T15 (rev 1.5) incorrect reading at -18v

I recently finished assembling my first T15 rev 1.5 mic pre. I am getting a sufficient reading at +18v (pin2/PGND +18v: +18v); however, at -18v my reading is .89. I have checked and confirmed proper placement of U5, D11, R30, R31, D10 as well as U6, D14, R33, R34 and D13 (as was suggested in previous post regarding this issue). I have also looked over other component and feel confident In there placement/polarity. There were two white pins similar to J3 (one 4 pin and one 5 pin) which were not attached. These were neither included in the instructions nor do I think this is my issue. I would greatly appreciate any insight. Thank you.
