Confused on capacitors C16 and C21

The two metallized film caps that came in my kit have similar markings and very similar measurements, but they don't match the BOM exactly. Wondering if I got the wrong component or if I'm looking at something wrong.

In MY kit ...

I have a cap with the marking:

0L=
224

that measures 224 nF.

I have another cap with the marking:

112
224

that measures 220 nF.

So I'm assuming the latter one is C21. But the first one above doesn't jive with the specs for C16 (which should have marking "473" and measure 47nF).
