Low Voltage for Phantom Power?

I tested my PS02 tonight and J2 pin 5 is showing +47.1V. I believe this would be acceptable powering most mics but the instructions say there may be a problem if not within .2V of 48V. Am I fine with 47.1V? All other pins at J2 show within spec.

The phantom power spec (DIN 45596) says the output voltage should be +48V +/-4V with no load, so it's well within spec. I need to make step 26 more specific.
