IC voltage question

I got to step 35 on a pair of c-84s and my voltage measurements are u1-4 11.87 and u1-8 13.97 u3-4 11.85 and u3-8 13.43 no negative voltage readings. and for pre-amp number 2 number 2 I get all negative 14.4, 12.1, 14.4 and 12.4. Any thoughts?

Do the status LEDs on your PS03 stay lit when you connect the modules? With the negative lead of your meter connected to J3, pin 2, measure the voltages at J3, pin 1 and J3, pin 3. Then, carefully measure the voltages at U4, pin 3 and U5, pin 2. Do not short the pins with your meter probe! Let us know what you find.
