Wrong Voltage at U1 and U3

Hi

I just assembled a C84 kit, without the opamps yet.
When measuring voltage at U1 and U3 / Pin 4 I get -0.35mV only. At Pin 8 voltage is correct at 14,5V on both U1 and U3.
I found one fault, I installed tantalum capacitor C38 the wrong way round, but after fixing it, I still get odd voltage in -mV band.
Could it be, that the voltage regulator U5 is damaged? It gets much hotter than U4.

Any suggestions?

Okay, the capacitor at C38 was broken. I found a new one in a local shop and now everything works how it should be. Problem solved.
