I didnt read the assembly instructions as closely as i should, and I installed the IC-chips U1 and U2 before "initial power up and testing."
Must I remove the chips in order to do steps 31-37 of the assembly instructions?

No, just be ready to turn the power off in case the voltages are wildly wrong. Very low voltages at the IC power pins are more worrisome than high voltages, since it suggests excess current draw somewhere on the board.
