R29 Gain contrl just makes noise but does not pass signal, p

I have finished 2 more C84s.
First o ne is perfect.
The second one does not pass signal.

All the voltages read correct.
I have adjusted the regulators so 4th pin of opamps reads -18V and the 8th pin of opamps reads 18v.

However, when i turn the trim knob, the pre makes noise but does not pass signal otherwise.

Any ideas?

It only passes signal when the GAIN is set to the first click.
But turning the trim still makes noise...

I am stumped.

And... it only happens when phantom is turned on but, the signal is too hot when an sm-57 is connected.

Sorry for the confusion.
It does not do it only when the phantom is turned on.
It alwaysdoes it.
Meaning... No sound unless gain is at the step 1 of 12.
And.. Trim Pot makes noise.
I am stumped.
Somebody please help.
