Resistor values as tested are not within tolerance range

Here are the tested values of BOM items 28 through 34:

Item 28, R19 stated value = 1R0, tested value = 2.24
Item 29, R20, R46, R47, R58, R59 stated value = 1R8, tested value range = 2.58 - 2.70
Item 30, R21 stated value = 3R3, tested value = 4.1
Item 31, R5, R6 stated value = 4R7, tested value = 5.5
Item 32, R10 stated value = 5R6, tested value = 6.5
Item 33, R11 stated value = 10R0, tested value = 11.0
Item 34, R12 stated value = 17R8, tested value = 18.6

I tested each one several times and recorded the lowest values.

Should I proceed with soldering or should I get resistors with closer tolerances?

I am using a Fluke 189 with fresh batteries. I clamped onto the resistors with alligator clips and did not touch the resistors when I tested them.

My multimeter did not register zero ohms when the leads were touched together. The difference in reading is the result of the need for calibration of the multimeter.
