U5 getting rather hot, and only sending about 13VDC

Hey again, i just recently completed my C84 kit and when i tried to adjust V- i only measured 13VDC at Pin 4 of U1...

i have measured quite a few points on the board and everything past the regulator seem to be at that 13V mark and everything coming in to it is a healthy 29.8V...

so where do i need to look, i suspect a short, but i have not found any that are blatantly obvious.

Make absolutely sure that all of the electrolytic caps are installed the right way round, especially C34 and C38. Make sure that all of the discrete transistors in the output buffer are in the right locations and oriented correctly.
