incorrect voltage on U1-3, pin 8

Voltage on Pin 4 is -14V, and is adjustable by turning R68 clockwise. Pin 8 is stuck at -6.4V, and adjusting R64 has no effect on voltage. I've already checked all diodes and capacitors for correct installation, is there anything else that could be causing this problem?
