Can you make the same measurements for U1?

ok Tim for the U1

negative on pin2 of J3 and positive on U1

1. 14,60V and was going up at the begin (up to 18V maybe more) so i wait a while and then after a while i restested it and it was at 14,60V and going down
2. 11,80
3. 12,00
4. -18,01
5. 12,00
6. 14,60 and going up slowly
7. -16,16
8. 18,01
