.2 to .8 volts @ U5

I just built 2 - A12's w/ no problem. The third has between .2v and .8v @
U5. Checked everything. Is there a way to trace the prob? I noticed @ thy R25 trim pot resisters I have good voltage but not @ the R29 trim resisters.

Which pin of U5?
What voltages do you measure at D3?
Are you sure you have C5 and C13 installed the right way round?
Is C5 getting warm?
What happens if you remove the SC25?
