Seventh Circle Audio

I assembled two j99 today, one went out smooth and the other one had couple of thye problems; voltage on the U3 pin4 is 11.84v and pin 8 is -12.12v. Is it a problem? The other one was 12 with -12v... Also when I try to bias the 990C On the counter-clock turn of Sw1 voltage is stable whille when I turn SW1 to the fulll clock wise, voltage drops down for couple of mV each time I turn the SW1, and on the full clock wise turn drops down consistently, especially on U2. Any idea why is that happening?
