I've followed the assembly instructions. Arrived to point 34 of the pdf, I mesure the voltages between U1 pin4 and u1 pin3

The voltage is about 20V

I have no op amp installed at this moment. The instructions says it should be 14v

What can I do now?

solved: the problem was a damaged multimeter

What is the best voltage with 2 SC99?

The SC99s are happy up to +/-24V.
