No signal until I turn phantom on then off

Hi, all! One of my 2 N72's has started doing a new thing. I get no signal from the preamp until I turn phantom power on then off. This test is true with a dynamic mic. Is it possible this is the heatsink touching the chassis or is this some other common thing? The preamp seems to work great after that, no noise or drama. If I come back later after the preamp has been off a good while, there is no signal again until I flip phantom on and off. I have the original 8 channel chassis.

I just tried bending the N72 heatsink pins a bit away from the chassis just in case that was the thing, but did it without testing continuity of the connection to the chassis with a multimeter :-P
It may still be touching, but all is still only good after a phantom flip on/off. I mean I still have to turn phantom on then off to get signal. I could take the whole thing apart I guess, but if someone has been down this road and had this problem. I'll wait it out for a possible reply...
