R39 and R40

okay i finished the N72 kit. I am trying to set the voltage output now... When I turn on the unit and touch R40 it is not hot at all. So I figured i'd move on. When I test voltage from J1 pin 2 and Q6 i get a steady 23.7, and when I turn R39 it has no effect. Although I turned it a lot waiting for the voltage to change and finally I started smelling something burning, R40 was super hot. I shut the unit off immediately. Any ideas of what could be wrong or what im doing wrong?
