Another T15 with rotary that pops and too low gain

Hi. Just finished my first T15. It passes signal and my measurements are:
18.17 v
-18.35 v
U1: Voltage between pins 1 and 8 are: 0.086 V
Phantom is 46.9 V
After reading many posts these measurements seem fins, but as the subject says, the rotary switch pops and the gain is low (fader is fully clockwise)
The popping sound are highest on the lower gain settings and decreases gradually. It is not hearable after step 5-6 and up, but the gain doesn't increase.
Could this be a faulty U1?
I have reflown and triple checked all my componenst for placement polarity etc. Please help!
