T15 1.4 only passes transients

Hello all!

My T15 module is assembled but not working. I ordered it with a pair of N72s which came out great, so it has been shelved until now. The only signal the unit passes are the peaks, which come out pretty distorted (with a condenser; dynamics don't come through at all). I reflowed a few joints that looked just a little suspect with no change. Suspect the 1512 problems that others have had, but I wanted to be sure before ordering. My measurements are as follows:

+18V: 18.26V
-18V: -18.52V
U1 Pin 6: 0V or occasionally roughly -0.020V descending slowly to 0V

Have wiggle-tested all components and left the unit on for minutes at a time with no burning smell or evident heat. Are there any other tests I can do to be sure? Thanks in advance for your help!
