T15 capacitor and jumper question

Hello,

Just about done building my first T15, and I have a couple questions.

In the assembly instructions that I have, it doesn't say anything about 2 parts that I have that seem to be extra. They are C19 and C23, and there is a space for them on the board, but no mention in the instructions. Should I put them in?

Also, the instructions specify that putting in L3 and L4 is optional if you are going to drive very long cables, otherwise to put in a jumper. I don't plan on driving very long cables, but I'm too much of an amateur at builds to know how to put a jumper in, so I just put in the L3 and L4 inductors. Even if I don't plan on driving long cables, is there any harm to installing these parts?

Definitely install C19, C23, L3 and L4.
