with the negative lead at J3 pin 2 and the positive lead at the arrow in the picture (the left side of R8 - the "Junction of R8 & R9")
I only get a voltage of 11.56 - not between 13 & 14V
Can you suggest what to check?

This voltage will vary with the regulator settings. As long as you have 0v (or very close to it) at the junction of R29 and R30, you're fine. As you can see from the schematic, U3a adjusts the voltage at R8/R9 to keep the voltage at R29/R30 at 0v.
