U1 voltages off

I just built my first A12 and I'm cautiously testing. I hooked up the PSU and fired it up. No Smoke- good sign. I started testing voltages at U1 and I'm only getting +4 and -4v at pins 3 & 5 respectively. Is this within tolerance with pots R25 & R29 rotated fully counterclockwise?
Voltages at J1 are 45, 25 & -25v.
A12 chassis is not grounded to PSU chassis. Could this be it?
DOH! C4 was reversed! Time to bump up my reading glasses.

OK, switched C4, but still same voltages. Again, is +4 &-4v on pins 3&5 of U1 within tolerance with the pots all the way down?

That would be a big no. Are all the LEDs lit on the PS03? Are the regulators getting hot?

NEVER MIND.....my meter doesn't work on that scale. Changed scale and I'm getting 14.02 & -14.02v.

Autoranging DMMs are well worth the relatively minimal additional expense...
