Seventh Circle Audio

Ok now i figured id test my 2nd A12 before going to the shack for parts for the 1st A12. Now i go to test U1 and i get 14.50V at pin 4 to 3 but i get 36 at pin 4 to 5 not even - just 36. I have no solder bridges all diodes are correct and all caps are good to go any ideas??

anyone??? how do i go about sending it in for repairs??
