Incorrect Voltage on A12's

I ordered two of these, and I'm having the same exact issue with both. I double checked both with the BOM, and against each other, both and installed identically. Everything goes swimmingly until I get to checking DC voltage between U1, pins 4 (I have the negative terminal here), and pin 3 & 5 (positive terminals here). It reads +25 and -25V instead of 14V. I double checked capacitors, and the only thing I could think of was that I installed C4 and C5 incorrectly, so I switched polarity on those, and the readings at that point were both 0V (The instructions were slightly confusing for me--it wasn't clear whether the positive on the capacitor matched the silkscreen, or if they should be opposite).
I haven't gone any farther. Thoughts?

Put the caps back the way you had them. If you're confused about how to install them, you need to build a few more projects. Make sure the trim pots are fully counter-clockwise. If you can't adjust for +/-18V, we'll need to see it.
