Complete Phantom Power/Troubleshoot

Built 4 N72's. They are AWESOME! 3 are great except for the phantom power question below and one is causing me problems.

J3 and J4 connect the cable shields to ground as shown in the table. Unless you have
issues with ground loop hum, jumper pins 2 and 3 on both headers as shown in the photo.
A jumper must be installed at J3 to complete the phantom power circuit.

I dont see a J3 and J4. Is this only for the older units? How do I complete the 48V circuit on the newer kits?

For the unit thats not working. When at this step:

Set your DMM to read DC voltage of 24V or greater, and connect the negative lead to J1,
pin 2 and the positive lead to the collector of Q6. The collector of Q6 is the transistor
case, so it's easy to get a probe on it. Adjust R39 until the collector voltage drops to
22.2V. If you can't adjust the voltage to within 0.1V of 22.2, you've got problems. Go
back and find 'em.

When I probe this unit I get 0.4 V. Adjusting R39 does nothing to adjust the voltage. Anyone know where to start looking to solve the problem?
