my new B16 and C84 have the same problem

Hello,
I just received an assembled c84, supposedly it worked flawlessly before before it was shipped. all the solder joints look good, not quite the neatest but no noticeable issues. I have two T15's two N72 and One C84 in 5 left slots of the old style chassis and a B16 Ive had in the far right spot, unused for 2 years. The new C84 is a lot quieter and clips easy, the clips are a bit explosive and jump about 6db with the most horrendous distortion, if turned down, it will not clip but is barely sending a signal at that point. The weird things is that I finally decided to try the B16 and it is doing the same exact thing. and It was built by the guys that sells assembled ones on Ebay, forgetting his name at the moment, I have bought all the other units assembled from him and they have all worked great for a number of years now. Anyhow, I have tried switching slots and still no luck. I noticed both of these have some pots on the board, seems unlikely they would've got bumped in shipping. the other pres work with the power from the right side of the chassis.
any ideas?
